Abstract: Tencent’s the Sustainable Social Value (SSV) organization Digital Education Laboratory has constructed the “ Penguin Digital Teaching” project, a digital education system. Leveraging Tencent’s outstanding products and innovative capabilities, the project has developed high-quality educational content, remote online classrooms, and volunteer management SaaS. It effectively resolves stability issues in teaching under remote and challenging conditions. Moreover, it integrates with education management systems to facilitate volunteer organization and management. Currently, the project has been implemented in over a thousand schools and more than two thousand classrooms nationwide, delivering high-quality educational resources to a larger number of rural children.
Challenge
The 20th CPC National Congress called for accelerating quality and balanced development of compulsory education and urban-rural integration, along with better regional resource allocation. Rural schools face acute challenges: teacher shortages, incomplete curricula, uneven resource distribution, and unreliable instruction continuity in remote areas and under extreme conditions. These gaps severely hinder progress toward equitable compulsory education. The critical question is how to harness digital and information technology to bring quality education to more children in rural China.
Solution
Tencent SSV's Digital Teaching Lab developed Penguin Digital Teaching, a platform featuring remote online classrooms and a volunteer management SaaS, under the guidance of education authorities. The platform ensures stable instruction delivery in remote and extreme conditions while seamlessly connecting with educational administration systems to effectively organize and manage volunteers.
Leveraging algorithms, big data, and AI, the platform supports the entire teaching workflow — from volunteer recruitment and credential verification to training, lesson preparation, teaching review, intelligent scheduling, learning assessment, and performance incentives. Its technology architecture is purpose-built for rural school hardware and software conditions, ensuring local teachers and students can learn and use it with ease.
The platform connects three core user groups — non-profit organizations, volunteers, and schools — with comprehensive support across four dimensions: usability, integration, adaptive learning, and assessment. A card-based interface organizes content for seamless role switching. The platform also offers customer-facing solutions (Mini Program and Web), and business-facing solutions (Mini Program and Web), covering the full lifecycle from volunteer sign-up and course selection to institutional management, scheduling, and data services.
Meanwhile, a badge and certificate system motivates volunteers, while an interactive teaching coverage map provides a visual sense of impact. As China's only fully internet-based volunteer and digital teaching social impact program, Penguin Digital Teaching draws on the National Smart Education Platform's resources to deliver quality-focused courses in IT, music, art, calligraphy, and science to rural classrooms.
Impact & Value
Penguin Digital Teaching has deployed dual-teacher classrooms in over 1,000 rural primary schools across 130 districts in 21 provinces, engaging tens of thousands of volunteers. For non-profit organizations, the platform streamlines the full management cycle — volunteer recruitment, training, scheduling, lesson preparation, real-time supervision, evaluation report and multi-dimensional performance dashboards — driving efficiency and standardization.
For volunteers, it provides an end-to-end online teaching pathway with complete pedagogical support, including rural-adapted syllabi and lesson plans. For schools, it delivers rich, context-appropriate course resources and dual-teacher classroom services that supplement arts and enrichment education.
The program has earned exhibition qualifications at the World Education Conference and received extensive coverage from People's Daily, Xinhua News Agency, CCTV News, and CNR News. By advancing remote teaching in underdeveloped regions and narrowing the compulsory education resource gap, Penguin Digital Teaching contributes meaningfully to rural revitalization and educational equity — a testament to Tencent's commitment to tech for good.
